Government of Rwanda and Anthropic strengthen partnership to advance AI for health, education, and the public sector
The Government of Rwanda and Anthropic have signed a three-year Memorandum of Understanding (MoU) to strengthen collaboration on the responsible use of artificial intelligence (AI) in priority public sectors, including education, health, and government service delivery.
The MoU formalizes and expands ongoing cooperation between Rwanda and Anthropic, building on the education partnership launched in 2025. It provides a framework for aligning technical support, capacity building, and AI deployment with Rwanda’s national development priorities, while reinforcing a shared commitment to responsible, human-centered, and locally relevant AI.
Supporting national priorities through AI
Under the MoU, collaboration will focus on the following key areas:
Building public sector AI capacity
Public sector developer teams across government institutions will gain access to Anthropic’s AI tools, alongside hands-on training, capacity building, and technical support. This will contribute to Rwanda’s broader agenda of integrating AI into public service delivery in a secure and effective manner.
Accelerating Rwanda’s health goals
Anthropic will support the Health sector to tackle its national health goals, including its plan to eliminate cervical cancer and its ongoing efforts to reduce malaria and maternal and neonatal mortality.
Deepening AI in education and skills development
The MoU formalizes the 2025 education partnership, which includes access to AI tools for educators, AI literacy training for public servants, and the deployment of AI-powered learning support across Rwanda and selected countries in the region.
A shared vision for responsible AI
Commenting on the partnership, Hon. Paula Ingabire, Rwanda’s Minister of ICT and Innovation, noted that the collaboration reflects Rwanda’s long-term approach to digital transformation:
“This partnership marks an important step in Rwanda’s AI journey. Our focus is on designing and deploying AI solutions that can be applied at national scale to strengthen education and enhance public service delivery, while remaining grounded in our local context and priorities.”
Anthropic’s Beneficial Deployments team has been working closely with the Ministry of ICT and Innovation and other stakeholders to ensure that AI initiatives are aligned with national needs and institutional capacities.
Long-term collaboration for public value
The MoU reflects a shared commitment to ensuring that AI serves the public good through strong country ownership, skills development, and responsible deployment. By prioritizing capacity building and institutional strengthening, the partnership aims to ensure that AI technologies can be adopted sustainably and used safely by educators and public servants.
This collaboration underscores Rwanda’s continued leadership in leveraging digital technologies to support inclusive development and effective governance, while positioning AI as a tool to deliver tangible benefits in sectors that directly impact citizens’ lives.
