Joint Statement on the Official Visit of H.E. Paul Kagame, President of the Republic of Rwanda to the Sultanate of Oman
Salalah, 8 September 2026 - Upon the invitation of His Majesty Sultan Haitham bin Tarik - Sultan of Oman, His Excellency Paul Kagame President of the Republic of Rwanda, paid an official visit to the Sultanate of Oman from September 7 to 8, 2026.
During the visit, the two leaders held official talks on ways to strengthen bilateral relations and expand areas of cooperation in a manner that serves their common interests, reaffirming their commitment to continuing to develop the partnership between the Sultanate of Oman and the Republic of Rwanda.
The Sultanate of Oman and the Republic of Rwanda underscored the importance of further strengthening bilateral cooperation and advancing coordination across areas of investment, transport, energy, mining, tourism, logistics, and communications, and in the fields of banking and finance, encouraging partnerships between the public and private sectors, and strengthening trade cooperation in a manner that contributes to increasing the volume of trade between the two countries. Among the key outcomes of the visit, the two sides agreed to establish resident embassies in both countries, create a Joint Committee and a Joint Business Council, and implement a technical cooperation programme, thereby strengthening diplomatic presence and establishing institutional mechanisms to advance and follow up on cooperation, while supporting the further expansion of the partnership between the two countries.
His Majesty the Sultan and His Excellency Paul Kagame praised the growth of bilateral cooperation between the two countries, particularly in the fields of transport, communications, and information technology. The visit witnessed the signing of an agreement on mutual visa exemption for holders of official passports, an agreement on the avoidance of double taxation, and several memoranda of understanding in the fields of political consultations, labor, logistics and Inland and dry ports development, agriculture, Investment promotion, and strategic partnership and investment activation term sheet.
The two leaders exchanged views on a number of regional and international issues of common interest, reaffirming their commitment to supporting efforts aimed at achieving security and stability and resolving disputes through peaceful means, in accordance with the principles of international law.
His Excellency Paul Kagame praised the role of the Sultanate of Oman in supporting regional dialogue and peace, while His Majesty Sultan Haitham bin Tarik expressed his appreciation for the Republic of Rwanda for its role in achieving stability, and seeking to promote dialogue and peaceful solutions in its region.
At the conclusion of the visit, the President of the Republic of Rwanda expressed his appreciation for the warm hospitality and generous reception extended to him and his delegation, and extended an invitation to His Majesty the Sultan to visit Rwanda.
