NIGERIA’S NATIONAL INSTITUTE FOR SECURITY STUDIES DELEGATION VISITS RWANDA FOR STUDY TOUR ON NATIONAL SECURITY CHALLENGES
A delegation from Nigeria’s National Institute for Security Studies (NISS) is currently in Rwanda on a week-long study tour aimed at examining the complex relationship between ethnic militias, resource competition, and national security threats.
As part of the programme, the delegation visited the Ministry of Defence and the Rwanda Defence Force Headquarters, where they received a briefing from the Director General of International Military Cooperation at the Ministry of Defence, Brigadier General Patrick Karuretwa.

The presentation focused on the theme, “Ethnic Militias, Resource Competition and National Security Threats,” and highlighted Rwanda’s experiences and strategies in addressing these challenges.
The study tour is designed to enhance participants’ understanding of the factors that drive insecurity, particularly those linked to ethnic militias and competition over natural resources. It also provides an opportunity to examine the policies, institutions, and mechanisms Rwanda has employed to prevent, manage, and mitigate such threats.

Speaking on behalf of the delegation, Madam Halima Zanna, Director of Studies and Head of Delegation, expressed appreciation for the valuable insights shared during the visit. She noted that the knowledge gained would significantly strengthen the delegation’s understanding of national security management, conflict prevention, and sustainable peacebuilding.
The visit reflects the growing cooperation between Rwanda and Nigeria in the field of security studies and professional knowledge exchange, further strengthening regional collaboration in addressing emerging and contemporary security challenges.
