Lt Gen Romeo Dallaire urges Nations to build regional capability for conflict prevention

The Former Force Commander of United Nations Assistance Mission for Rwanda (UNAMIR) (1993-1996), Lt Gen (retired) Romeo Antonius Dallaire delivered a lecture to the Students of the Command and Staff Course, on 27 April 2015 at Rwanda Peace Academy in Musanze.

The lecture that was followed by open discussions with the students focused on the “Contemporary peacekeeping operations: challenges, prospects and lessons learned”. After the discussions, Gen Dallaire told the media that regional capabilities were more reliable when armed conflicts arise and that the international community has the responsibility to protect the people.

“I think that Nations have got to build the regional capability to handle security challenges of the region. I think the first priority is to build your own capacity and seek that. The Africa Stand by force has to be an effective force to be the first to transit in; they did it in Darfur and they did it very effectively''. He said before adding that the UN intervention may come later for reinforcement and resources.

For the case of inaction of the international community to stop genocide in Rwanda, Gen Rome Dallaire noted that there was no political will; “there was no political will before and during 1994 Genocide”, he said before stating that “inaction is an action”. He reiterated that the International community has the responsibility to protect people where there is massive abuse of human rights; International community has the responsibility under the United Nations to intervene and protect the people and stabilize the situation”. Lt Gen Romeo Dallaire also hailed Rwanda’s reconstruction efforts and her contribution in international peacekeeping “Rwanda is most significant troop contributing country not just in numbers but in quality"

The key note address by Lt Gen Romeo Dallaire was also attended by15 participants (military, police officers and civilians) from East and West Africa undertaking a two week training of trainers workshop on child protection in armed conflicts at Rwanda Peace Academy. The Former UNAMIR Force Commander also toured different facilities of the Rwanda Defence Force Command and Staff College; a guided tour led by the Commandant of Rwanda Defence Forces Command and Staff College Brig Gen Charles Karamba.
